Ir Rupert Leung graduated with a bachelor degree in civil engineering from the University of Hong Kong in 1986 and obtained his diploma of engineer from the National School of Public Works, France, in 1989.  He joined Acer Consultants Limited, now Arcadis Design & Engineering Limited, upon his return to Hong Kong and has been working there since.
